Programme Overview
he Leadership and School Policy (LSP) course was designed and developed stemming from the need to ensure that school and system leaders are adequately aware of and guided by the policies developed and stipulated by the Ministry of Education (MoE) to guide the practices in public schools. The course comprises two (2) levels. The LSP is designed to:
- strategically guide school leaders and aspirants through the phases of policy development, implementation and monitoring;
- expose participants to the strategic direction of the Ministry of Education (MoE); and
- create learning opportunities for school leaders and aspirants to analyse (MoE) policies to guide their leadership practices, decisions and dispositions.
Admission Requirements
The course is open to all principals and vice principals of all public and independent early childhood, primary and secondary level schools, as well as education officers.
Programme Delivery
This online course is asynchronous in delivery and can be accessed through the College’s Learning Management System.
Programme Structure
This programme consists of eighteen modules each addressing the key educational policies that school leaders should know. The following modules comprise the Leadership and School Policy programme:

Policy for Non-Mandatory Fees | This module introduces participants to the various sources of funding in public educational institutions while examining funding arrangements for secondary and primary schools. |
Management of Substance Misuse in Schools | This module explores the procedures for managing the misuse of substance by students, teachers and other members of the school community. |
Records and Information Management Policy | This module explores the Records and Information Management (RIM) Policy and the specific guidelines to ensure effective implementation of the policy across the various Ministries, Departments and Agencies (MDAs). |
Management of Hazardous Materials and Waste | This module examines the different types of hazardous materials, equipment and substances used, as well as hazardous wastes generated in educational institutions. |
Curriculum Implementation Teams | This module explores four aspects of the curriculum which may be reviewed during the process of planning for curriculum implementation. |
Public Procurement Act and Regulation | This module introduces participants to the fundamentals of the Public Procurement Act. |
National Guidance and Counselling Policy | This module explores the governing principles of the National Guidance and Counselling Policy. |
National Policy on Re-integration of School-age Mothers | This module explores the procedures guiding the re-integration of school-age mothers into the formal school system. |
National Mathematics Policy | This module explores key features of the national Mathematics Policy with a view to supporting its implementation across all educational levels. |
Field Trip Policy | This module exposes participants to the imperative guidelines and procedures to be followed before and after school engage in field trips. |
Special Education Policy | This module explores student exceptionalities and various ways of accommodating students with special needs in the mainstream classroom. |
School Policy Formulation and Implementation | This module explores the importance of developing clear policies and procedures to guide school processes. |
Information and Communication Technology (ICT) in Education Policy | This module explores the guiding principles behind the successful implementation of sustainable Information and Communication Technology (ICT) frameworks in the Jamaican educational context. |
Safety Guidelines for Contact Sports | This module examines the benefits of contact sports and the guidelines in place for students’ protection and safety while engaged in these activities. |
Introduction to Policy | This module provides participants with a basic understanding of policy while exploring the underlying principles of policy development in Jamaica. |
Security and Safety Policy Guidelines | This module examines some of the factors that contribute to violence in schools while providing strategies to address emerging issues that impact the security and safety provisions in the school. |
Dress and Grooming Policy Guidelines | This module explores the Dress and Grooming Policy Guidelines developed that public education institutions are required to use to inform the development of a Student Dress Code based on their current culture and context. |
K to 13 Strategy Policy Framework | This module provides an overview of the K to 13 strategy implementation framework which facilitates the seamless transition of students across grade levels. |
