Programme Description

The Leadership and School Policy (LSP) programme is designed to introduce participants to sixteen policies developed and/or endorsed by the Ministry of Education, Youth and Information (MoEYI) specifically to guide leadership practices in public schools.

Programme Objectives

The Leadership and School Policy (LSP) programme is designed to be delivered online to attain the following outcomes:

  1. to expose school leaders to the strategic direction of the Ministry of Education, Youth and Information
  2. to create learning opportunities for school leaders to analyse MoEYI policies to guide their leadership practices, decisions and dispositions
  3. To strategically guide school leaders through the phases of policy development, implementation and monitoring.

Admission Requirements

The programme is open to all principals and vice principals of all public and independent early childhood, primary and secondary level schools, as well as Education Officers.

Programme Delivery

This online course is asynchronous in delivery and can be accessed through the College’s Learning Management System.

Programme Structure

This programme consists of two levels each addressing key policies and other conceptual ideas. It is administered over a period of four weeks with appropriate breaks between the two courses.

Level OneOverview
Introduction to PolicyThis module provides participants with a basic understanding of policy while exploring the underlying principles of policy development in Jamaica.
Security and Safety Policy Guidelines
This module examines some of the factors that contribute to violence in schools while providing strategies to address emerging issues that impact the security and safety provisions in the school.
Dress and Grooming Policy GuidelinesThis module explores the Dress and Grooming Policy Guidelines developed that public education institutions are required to use to inform the development of a Student Dress Code based on their current culture and context.
K to 13 Strategy Policy FrameworkThis module provides an overview of the K to 13 strategy implementation framework which facilitates the seamless transition of students across grade levels.
National Policy on Re-integration of School-age MothersThis module explores the procedures guiding the re-integration of school-age mothers into the formal school system.
National Mathematics PolicyThis module explores key features of the national Mathematics Policy with a view to supporting its implementation across all educational levels.
Field Trip PolicyThis module exposes participants to the imperative guidelines and procedures to be followed before and after school engage in field trips.
Special Education PolicyThis module explores student exceptionalities and various ways of accommodating students with special needs in the mainstream classroom.

School Policy Formulation and ImplementationThis module explores the importance of developing clear policies and procedures to guide school processes.
Information and Communication Technology (ICT) in Education PolicyThis module explores the guiding principles behind the successful implementation of sustainable Information and Communication Technology (ICT) frameworks in the Jamaican educational context.
Safety Guidelines for Contact SportsThis module examines the benefits of contact sports and the guidelines in place for students’ protection and safety while engaged in these activities.
Policy for Non-Mandatory FeesThis module introduces participants to the various sources of funding in public educational institutions while examining funding arrangements for secondary and primary schools.
Management of Substance Misuse in SchoolsThis module explores the procedures for managing the misuse of substance by students, teachers and other members of the school community.
Records and Information Management PolicyThis module explores the Records and Information Management (RIM) Policy and the specific guidelines to ensure effective implementation of the policy across the various Ministries, Departments and Agencies (MDAs).
Management of Hazardous Materials and WasteThis module examines the different types of hazardous materials, equipment and substances used, as well as hazardous wastes generated in educational institutions.
Curriculum Implementation TeamsThis module explores four aspects of the curriculum which may be reviewed during the process of planning for curriculum implementation.
Public Procurement Act and RegulationThis module introduces participants to the fundamentals of the Public Procurement Act.
National Guidance and Counselling PolicyThis module explores the governing principles of the National Guidance and Counselling Policy.

Programme Officer

Keriffe Clark is responsible for managing the implementation of the College’s operational plan through the successful delivery of programmes and initiatives of the National College. He obtained a distinction for his Master of Education degree in Curriculum Development with a research emphasis on teacher development and supervision.

  • Quizzes will be available as part of this course

  • Total Number of students will be 50

  • Assessments can be submitted on the online platform
