Mr. Philando Neil

Mr. Philando Neil has been doing significant work for the past 8 years in designing and managing capacity building initiatives for school leaders across Jamaica's education system and other Caribbean regions. Mr. Philando Neil is an honours graduate of the University of the West Indies, Mona where he attained a Bachelor of Arts in Language and Communication. He holds a MSc in International Public Development Management from the UWI in the Department of Government in the faculty of Social Sciences. He is currently pursuing a post graduate Diploma in Education and Training with specialization in Workforce Development. His areas of focus include policy writing and development, organisational design and change management, public sector modernisation, programme design, regulation, public governance and the use of information communication technologies to improve service delivery and efficiency across the public sector. Prior to joining the Ministry of Education, Youth and Information in May 2012, he worked at the Jamaica Gleaner Company as an Intern Reporter during the period August 2009 – December 2010. During his tenure at the Gleaner he published several human interest stories and feature articles. Mr. Neil has a passion for writing and is currently responsible for the publication of the National College for Educational Leadership's Eye on Leadership Initiative which seeks to highlight and promote outstanding educators across the system which is published quarterly in the Jamaica Gleaner and/or Observer.  

Mr. Neil served as Logistics, Assessment and Certification Manager for two years and was later promoted in September 2017 to Programmes Manager in the Division of Programmes.  In his current role, he is charged with the responsibility of providing oversight to the development and implementation of several programmes and initiatives to serve the developmental needs of school and system leaders. He also manages the Division’s operational plan so as to ensure that targets are on track to achieving objectives.  Mr. Neil who is a certified Performance Coach has represented the National College for study tours and conferences in Malaysia, The Turks and Caicos Islands, Grenada and the British Virgin Islands. Mr. Neil is noted for his high level of professionalism, commitment and consistent service and support to over 900 principals in Jamaica and the Caribbean.
