Mrs. Toni-Ann Rankine

Mrs. Toni-Ann Rankine is a highly skilled public relations professional and graduate of the Caribbean Institute of Media and Communication (CARIMAC), UWI with proven experience in programme development and implementation. With over seven years of cumulative experience in public relations and communications in the government sector, Mrs. Rankine is keen in determining the most optimal public relations strategies in reaching target audiences, promoting brand attributes and image/reputation management. She has also completed professional development training in State Protocol and Business Etiquette with the Management Institute for National Development (MIND); and Adjutancy and Protocol Training with the Power Outreach Bible College.  

Mrs. Rankine joined the team at the National College for Educational Leadership as the Communications and Public & Relations Manager in July 2018. In this capacity, she is responsible for the coordination and implementation of the College’s communication framework, coupled with the provision of communications support to the Director/Principal and the management of initiatives and programmes that promote the policies and operation of the College.  She has also served the Ministry while at the National Education Inspectorate as Public Relations Officer; Administrative and Public Relations Assistant with the Education System Transformation Programme (ESTP) and as Public Relations Officer at the Jamaica Information Service.

A trained Coaching Mentor, Mrs Rankine has represented the College at the 11th International Policy Dialogue and Forum on Teaching, Conference of the Joint Committee on Tertiary Education, Conference of the Association of Principals and Vice Principals, the College’s Leadership Development Webinar and is a presenter on the College’s Digital Learning Series.
